What is an Offshore Technical Skills Record (OTSR)?
An Offshore Technical Skills Record (OTSR) is a positive skills assessment outcome issued by the assessing authority to overseas-trained electricians, plumbers, and air conditioning and refrigeration mechanics who successfully complete the Offshore Skills Assessment Program (OSAP). For more information about the OSAP, click here!
The Offshore Technical Skills Record (OTSR) outlines the technical skills you demonstrated during the practical assessment and identifies any deficiencies in the skills or knowledge components required to work in Australia.
You must address any skills gaps by undertaking training known as the ‘Minimum Australian Context Gap course’ to meet the full standards for the trade occupations of electrical or air conditioning in Australia.
Trade occupations that are required to have an Offshore Technical Skills Record (OTSR):
- ANZSCO 342111 Air-Conditioning and Refrigeration Mechanic
- ANZSCO 341111 Electrician (General)
- ANZSCO 341112 Electrician (Special Class)
- ANZSCO 334111 Plumber
- ANZSCO 334116 Plumber
Does an Offshore Technical Skills Record permit me to work in Australia?
An Offshore Technical Skills Record (OTSR) does not automatically permit you to work in Australia. However, holding the OTSR will give you the opportunity to seek employment in Australia.
The Offshore Technical Skills Record allows you to apply for a provisional licence with the relevant state or territory licensing authority as soon as you arrive in Australia.
To obtain this provisional licence, you must submit the Offshore Technical Skills Record (OTSR) along with your registration application. This provisional licence enables you to work under the supervision of a fully licensed tradesperson.
How can I obtain an Offshore Technical Skills Record?
If you are a migrant and have a minimum of 6 years of full-time work experience in your relevant occupation as an electrician, plumber, or air conditioning technician in your home country, we can assist you in completing a migration skills assessment under the Offshore Skills Assessment Program (OSAP).
The Offshore Skills Assessment Program (OSAP) is a program run by Trades Recognition Australia (TRA) that assesses the skills and experience of individuals applying for skilled migration visas to Australia, particularly for trade occupations. It determines if applicants have the necessary skills to work in their nominated occupation in Australia at the required skill level.
If you successfully complete the Offshore Skills Assessment Program and pass the practical assessment, the assessing authority will issue an Offshore Technical Skills Record (OTSR).

What is a Minimum Australian Context Gap?
A Minimum Australian Context Gap (MACG) training course is a nationally accredited training program in Australia designed for overseas-trained electricians or air conditioning mechanics who hold an Offshore Technical Skills Record (OTSR). This course aims to address the skills gap and ensure compliance with Australian standards and licensing requirements.
The training acts as a bridge, assisting participants in transitioning from their overseas training to align with Australian standards, safety protocols, and regulations, such as AS/NZS 3000. Upon successful completion, graduates are eligible to obtain a full Australian trade qualification and can subsequently apply to the relevant state or territory licensing authority for an unrestricted trade licence.
